The Bottom Line:
Buy it. You'll not find a better display in this price range.
I recently purchased the Samsung SyncMaster 950p monitor, after my room-mate displayed his to me.
It's one of very few 19" displays now available under the 450$ dollar mark, and has comparable quality to a lot of products twice that price.
In short, the image from this monitor is crystal-clear, the colors are bright and visible, and there's no bleed or lack of contrast. It is, in short, as good a display you'll ever find.
The downsides I've found is that frequently Samsung ships their monitors with a dropped pixel or two (a tiny black spot that doesn't respond). This seems to be a running problem; I've looked at four monitors of the same model, and two of them had dropped pixels. Mine shipped with only one, relatively minor, but still a bit annoying.
The other downside I've found is that the display controls on-board are a bit frustrating to use, and the slide-out mechanism looks rather frail to me.
However, these are extremely minor details compared to the quality of the product. If you're looking for quality on a lower end price range, this is it.
